This is a possible exception to the anti-centralized movement of the 2008 general conference... it enables the DISTRICT to essentially downgrade and take over many smaller churches putting the LBA out of business essentially.
HOWEVER... many pastors (though not the laity) of such churches would welcome the breaking of local power and transfer to the district of supervision. Powerful lay people in tiny churches lose on this one. Pastors of smaller churches may gain?
